Edit We have seen the culprit! It's just some dumb teenager who walks by and swings his arm, knocking off whatever is growing there. He got about half of them this time, and I ran out and yelled at him, but he's old enough to have that "I don't care" attitude when he's caught doing something wrong, so I don't think it will accomplish anything. Suggestions?

I am extremely grumpy on your behalf to learn that the culprit is a dumb kid. If you catch him at it again, I'd consider snapping a picture of him or demanding his name, then threatening to call the cops if the flowers get decapitated again. Maybe that's a bit extreme, I dunno, but it's really a phenomenally stupid thing to do and I think he deserves to be taught a lesson.
